FSB是俄羅斯聯(lián)邦安全局英語Federal Security Bureau的縮寫或FSS (notification in the Federal Security Service)簡稱FSB/FSS。俄羅斯FSB通知英文是FSB Notification。是對電信設(shè)備的一項強制性認證制度。

2015年3月，俄羅斯聯(lián)邦安全局FSB通知(聯(lián)邦安全局的聯(lián)邦安全局通知)已于2015年4月21日歐亞經(jīng)濟委員會決議第9號和第30號補充規(guī)定第2.19條(經(jīng)歐亞經(jīng)濟委員會2015年10月6日第131號決議修訂)規(guī)定了所有加密設(shè)備技術(shù)手段硬件或程序的注冊通知。俄羅斯聯(lián)邦海關(guān)總署2018年12月5日第14-57/76202號"關(guān)于加密(加密)手段”的信函，其中指出”如果運輸貨物的分類代碼不在統(tǒng)一清單的指定部分中，或者運輸貨物的名稱(特征)與受管制貨物的名稱不同，則貨物不屬于加密(加密)手段類別，其移動需要提交許可證海關(guān)。
